Job description


The Housing Program Manager supports operations by ensuring worker housing is managed and maintained in accordance with Company policy and in compliance with all applicable regulatory agencies, federal, state and local laws. The manager represents RAC in accordance to our mission and values. The manager works with district leaders and internal departments and Centers of Expertise in the management of housing program. The scope of responsibilities includes operations in assigned district(s), as well as non-employee residents. Configuration of resident population may vary by location.



Program Management

  • Manage the everyday operations of the housing facility to ensure workers are provided with suitable living space and according to city, state, federal laws and company policy.
  •  Ensure housing is maintained at full capacity.
  •  Operate cost effective program to include, but not limited to, management of negotiated program services, the review and approval of related invoices, and related charges submitted for payment.  Ensure move-in readiness of units, coordinating arrivals and departures of housing residents.
  • Maintain asset management (physical content and inventories).
  • Develop and maintain professional and productive lines of communication with community groups and city officials.
  •  Maintain close communication with Human Resources Director related to critical or recurring issues which may interfere with the wellbeing of housed workers or surrounding communities. Work with other guest worker functions to proactive ensure adequate housing. Maintain housing database and apartment inventory related to furniture and all housing inventory; both in units and storage.
  •  Manage program in an ethical manner that minimizes risk for the company and represents the company mission and values.
  • Manage required program administrative documents and record keeping activities to include providing reports as required.
  • Market, develop and maintain relationships with outside growers to house other guest worker residents, as needed to maintain full occupancy.
  • Stay current with regulatory changes and incorporate into program management.
  • Ensure standard practices are in place for housing program in all locations.


Vendor Management

  • Acquire external rental contracts, seasonal and year-round, to ensure housing facility is always at full capacity.
  • Manage contracts effectively to provide a quality service to external growers.
  • Manage external vendors to ensure quality services are provided to the residents including security, plumber, utilities personnel, food vendor, landscaper, janitorial and maintain site in a condition up to company’s standards.
  • Direct activities of all on-site personnel.
  • Manage expenses and process invoices in a timely manner.


Facilities Management

  • Conduct mandatory internal and external inspections of housing facility and take action to ensure areas of deficiency are promptly addressed ensuring maintenance and repairs.
  •  Act as liaison with outside agencies in audits and inspections.
  • Work closely with housing complex management to ensure regular quality checks to include but not limited to:
  • Routine maintenance and preventative maintenance inspections,
  • Pre-season and post-season inventory and inspection of facility’s equipment and furnishings.
  • Replacement of missing or worn-out items/equipment.
  • Resolve resident conflicts in a way that is fair and timely and report all incidents to Director of Human Resources.
  • Respond to requests by residents, vendors, and outside agencies in person and in writing.
  •  Ensure safety of residents.
  • Be available 24 hours per day for emergency and non-emergency needs.
  • Responsible for coordinating on-site recreational activities for residents
  • Other duties as assigned.



  • Ability to:
  • Communicate fluently and professionally (written, verbal, listening, reading and presentation) in English and Spanish are required

Knowledge of:

  • Temporary agricultural worker program related labor laws and regulations
  • Housing regulations



  • Bachelor’s degree in related field preferred or equivalent experience and education.
  • Minimum 2 years’ of experience in successful management of guest worker housing –preferred
  • Knowledge and experience of the agriculture industry and worker housing issues required
  • Experience in project management related to multi-unit housing, with skills necessary to interpret what is needed for the success of a project and to create appropriate schedules for timely delivery
  •  Valid California Driver’s License and ability to be insured under Company insurance program




  • Ability to travel 15 percent of the time – domestic, (California, Oregon and Florida) and

international (Mexico and Canada).
